R.B.E. No. 32/1996
Subject: Facilities to course completed Act
Apprentices for submission of application for employment in Group D posts on
the Railways.
[No. E (NG) II
/96/RR-1/13. Dated 29.03.1996]
Attention is
invited to the detailed procedure for recruitment of Group D staff laid down in
para 179 of Indian Railway Establishment
Manual Vol. I (1989 Edition). It has been
laid down therein that for the convenience of serving railway employees
applications from their sons/immediate dependents may be received by the
Railway Administrations direct.
The question of
extending the above facility to the course completed Act Apprentices trained in
Railway Establishment for employment in Group D on
Railways has been under consideration of Railway Board for sometime. After
careful consideration of the matter, Board have now decided that the Course
Completed Act Apprentices trained on Railway Establishment can also apply
directly to the Railway Administration in response to notifications for
recruitment to Group D posts and such applications shall be considered along
with others, in the manner in which they apply to the sons/immediate dependents
of serving railway employees. At the time of selection no discrimination can be
made between a candidate applying directly to the administration and the one
nominated by Employment Exchange and only the most suitable ones will be
selected for appointment.
For effective
implementation of the above decision, adequate publicity may be made and
exhibited on Notice Board outside Railway Offices situated in the area of
recruitment as also in the Training Centres where such course completed Act
Apprentices are imparted training.

[No. E(NG)-II/99/RR-I/81,
dated 21.03.2000.]
The matter
regarding formation of shadow panels for recruitment to Group 'D' posts has
been under consideration of the Board. It has now been decided that while no
shadow panel should be formed, the shortfall due to the candidates offered

by going down below in the merit list Subject to the following conditions:
(i)
Number of persons finally supplied and engaged
should not exceed the number of persons initially placed in the panel and
supplied to the Railways;
(ii)
Railways should return to RRB’s papers of the
candidates who had not responded or joined against which only an equal number
should be sent by the RRB’s to the Railways. However, in cases where candidates
are being considered for appointment in alternative categories because of their
medical unfitness in terms of Board's letter No. 99/E(RRB)/25/12 dated 20.08.1999 a suitable advice may be sent to
RRB concerned;

Subject:
Filling up of the vacancies of Safaiwalas on Railway.
[No.
95-E(SCT) 1/30/4, dated 24.01.1996]
Number of
representations are being received from the Hon'ble- Members of Parliament
addressed to the Prime Minister MR/MOS/(R) in connection with the posts of
Safaiwalas are being kept vacant due to which there is a feeling of
deprivation.
Generally, the profession of
Safaiwalas is not still liked by most members of the society and still looked
with degradation and despise. Therefore, most of the existing casual labour/substitutes
do not opt for this category, even though they are offered to be regularised
against these posts.
The MOS(R) in his
meeting with the officers of Board's office's on
19.10.1995 has shown a special concern that the passenger amenities
noticed at Howrah during his inspection are far below expectation and desires
more functional tiolets and laid an emphasis on better sanitation.
Keeping in view
the difficulties of the Railways, the Board vide their letter
No. E(NG)II/91/RR-1/21, dated 29.11.1995 have further authorised GMs in partial
modification of instructions contained in Board's letter of even number dated 16.09.1991 to open market recruitment in Group
'D' category of Safaiwalas at their discretion. In view of the above authorisation,
the need of filling of unfilled Safaiwalas vacancies is required to be reviewed
and vacancies so filled may be advised. The railway wise position is enclosed.

Subject: Recruitment in Class IV Category of
Safaiwalas from Open market.
Attention is invited to D.O. letter of even number dated 16.09.1991 from the then Executive Director
Establishment (N) addressed to General Managers, all Zonal Railways and
production Units etc., on the above subject advising that all proceedings
relating to class IV recruitment from
open market should be stopped.
2. The matter has
been reviewed by the Board who have decided that in partial modification of the
instructions contained in Board's letter dated
16.9.1991 quoted above, the General Managers may resort to open market
recruitment in Group 'D' category of Safaiwalas at their discretion.
The discretion will be
exercised by the General Manager personally.
Copy of Railway Board's letter No. E(NG)II/91/RR.1/21 Dated 16.09.1991
|
Subject: Recruitment in Class IV.
Board desire that
all proceedings relating to Class IV
recruitment from open market should be stopped immediately. Board also desire
that complete details of recruitment in Class IV
categories that are likely to be made during the next one year may be sent by
Railway/Production Units within a fortnight, giving complete justification for
the same so that the cases could be reviewed.
Since direct
recruitment from open market in Class IV
category is generally being resorted to in workshops, you are advised to issue
suitable instructions in this regard to the workshop In-charges on your
Railways, as well.
This however does
not apply to regularisation of screened casual labour against decasualised
posts/normal vacancies in Class IV
categories, as also re-engagement of casual labour from the live register.
Kindly acknowledge receipt and
ensure compliance.

assessment of the infrastructure required for this purpose. This information
may be followed up by similar Division-wise projection for Group 'D'

that quasi-administrative offices or organisations like Institutes should be
given relaxation in age limit to the extent of five years or service rendered

for all applicants, followed by a final examination.
VI.
Candidates equal to ten times the number of
vacancies shall be called for the final examination, in order of merit of the
preliminary examination. Final examination may be arranged only by the nodal
RRB, while ensuring that the number of examination venues is kept to a minimum.
VII.
Final selection will be on the basis of marks
obtained in the final examination alone, subject, of course, to the candidates
being found physically fit.
VIII.
There will be a common merit list to be
formed by the nodal RRB.
IX. Option exercised
by the candidates, for place/post will be considered subject to their merit
position in the final list.
X. The existing
provision of verification of the original educational/caste certificate(s) and
other relevant documents of the candidates as mentioned in para 6 of Board's letter No. 99/E (RRB)/25/2 dated 18.3.99 will be applicable.
XI. Temporary
infrastructure will be created in the nodal RRB, for Group ‘D’ recruitment by
deputation of officers and staff from the zonal railway for which recruitment
is to be done. This shall comprise one SG/JAG officer, one assistant officer,
along with sufficient number of Group 'C'/Group 'D' staff after taking into
account the staff which can be spared by RRB from
its own resources for this activity.

Subject: Age limit for induction of Group 'D' staff
of other departments in Workshop cadre against 40% quota.
[No. E (NG) 1/89/CFP/21, Dated 06.02.1991]
In terms of the extant instructions as contained in Board's letter No.
E (NG) II/73/ CL/41, dated 23/08/1973, 40% of the vacancies in Group 'D' in
Mech. Workshops should be filled from amongst volunteers from other Departments
who may like to come to the workshop cadre on bottom seniority. While no age limit
for such an induction was laid down by the Board, it was represented by the
Staff Side in the Departmental Council under the JCM Scheme that on South
Central Railway, the age limit of 28 years is being imposed. It also came to
the notice of the Board that if Railways are following different age
restrictions for induction of employees a this quota.
2. The matter has been
considered in the light of the deliberations in the JCM/DC meetings and it has
been decided that the staff of other departments who are inducted in workshop
cadres against the 40% quota on bottom seniority, should not be more than 31
years of age, considering the need for being sufficiently young to acquire a
new skill.
