Sub: Guidelines for e-Pass/PTO Module of HRMS

E-Pass/PTO Module of HRMS has been launched on 10.08.2020 and the same has been operationalised across all Indian Railways. The facility was subsequently extended to Post Retirement Complementary (PRCP) and post-death passes. All serving employees have been availing Privilege Passes, PTOs and Duty Cheque Passes through HRMS only. As an exception, options are provided to Divyang and retired employees to avail the Privilege Pass/PRCP in physical mode, if they so require.

With the policy objective of sharply compressing recruitment timelines, between vacancy notices to joining, by leveraging Digital Infrastructure to make it better secured, to bring efficiency, transparency and eliminate redundancies, Railway Board and MeiTY (NEGD National e-Governance Division) had collaborated on a policy initiative in October 2023 with RRB/Bengaluru as the nodal for integrating Digi-Locker in IR's Recruitment process. First RRB recruitment notice in March 2024 went live successfully.

Sub: Resting Facilities for Onboard AC escorting staff at outstations

Ref.: Board's letters of even no. dated 11/01/2023 and 08/05/2024

Zonal Railways, vide the above-referred letters on the subject, have been advised regarding providing resting facilities to AC escorting staff at outstations.

The issue of provision of resting facilities for AC escorting staff is being raised by AIRF/NFIR repeatedly in PNM meetings.

It is desired that all out efforts be made towards implementation of the guidelines issued vide Board's letter dated 11/01/2023 w.r.t. provision of resting facilities by Zonal Railways in construction works taken by them for TTEs rest rooms/running rooms etc.

Till the time construction work is taken up by Zonal Railways, ICF SGAC coaches, available with Zonal Railways may be utilized with proper charging facilities and basic amenities i.e. water, toilets/bathrooms etc., as per extant guidelines, for creation of resting facilities for Onboard AC escorting staff at outstations.

This may be treated as URGENT.

Keeping in view the ensuing intense heat wave conditions across the country, Civil Engineering Directorate have requested to reiterate the instructions regarding provision of Water Bottle to the eligible categories of employees. In this context, attention is invited to Item No. 11 of Board's letter cited under Ref. wherein Railways were advised to provide eligible employees Water Bottle of 2 Litres having proper heat insulation so that water can be kept cool for 5-6 hours.

It has come to the notice of Railway Board that some of the Zonal Railways/Divisions are in the practice of reserving rooms of ORHs temporarily/permanently in the name of VIPs such as GMs/DRMs etc. Most of the time, these reserved rooms remains vacant and are not allotted to the officers proceeding on duty/personal ground. Railway officers, in spite of availability of vacant rooms in ORH, often face hardship in allotment of rooms in ORH.

Instructions governing retention of Railway accommodation in favour of Railway employees transferred and posted to Northeast Frontier Railway have been issued from time to time. The existing orders on the subject were valid up to 30.06.2018. The question of further extension of these orders beyond 30.06.2018 has been considered and it has now been decided with the approval of Competent Authority to extend these orders for a further period of three years i.e. up to 30.06.2021 or till revised orders on the subject are issued, whichever is earlier.
