Instructions regarding own request transfers of non-gazetted employees have been issued from time to time by Railway Board. As per the current procedure, transfer requests of employees are registered as per their category, with priority being assigned based on the date of submission of applications. Applications are then forwarded in order of priority based on the vacancy position in the Relieving Unit. On receipt of No Objection Certificate from the Accepting Unit, transfer order of the applicant is issued by the Relieving Unit. It is seen that there are certain employees across all the zones of Indian Railways who have been awaiting transfer on request for a considerable period of time. A number of these employees have already served for a considerable number of years in Indian Railways.

2. It has accordingly been decided to introduce a new category of own request transfers on priority basis of those non-gazetted railway employees with more than 20 years of regular service. This would be an employee friendly measure designed to ensure that requests of employees who have served Railways for more than 20 years are processed on priority basis in recognition of their long years of service.

3. The modalities of the new policy for prioritising own request transfers of employees with more than 20 years of regular service are detailed below:

i. The employees seeking transfer shall continue to apply for transfer to the desired zonal railway/division/unit on HRMS portal.

ii. On the first of every month, HRMS shall generate a consolidated priority list of employees with more than 20 years of regular service who have sought transfer on own request.

iii. The priority list shall be generated taking the following criteria into consideration:

(a) Category-wise priority lists shall be generated for each Accepting Unit separately.

(b) The priority list for transfer shall be based on the number of years of regular service in descending order.

iv. Once the monthly priority list is generated on HRMS in terms of Para 3 (ii) and (iii) above, transfer orders strictly in the order of priority, to the extent of vacancies available in the

Accepting Unit shall be automatically issued on HRMS. No NOC from the Accepting Unit shall be required for this purpose.

V. Subsequent to issue of auto-transfer orders on HRMS, the employee will be physically relieved as per the current procedure with the approval of the controlling JAG officer/Branch Officer within 15 days of the issue of the auto-transfer order on HRMS.

vi. Physical relieving of the employee may only be put on hold with the approval of DRM, and only in the following cases:

(a) Employee is not clear from D&AR/Vigilance cases.

(b) Proper handing over of stock sheets, etc. has not taken place. In such cases, even if no reliever has been posted, it would be the responsibility of the Controlling JAG officer / Branch Officer to nominate staff to complete the handing over/taking over formalities. Under no circumstances should the physical relieving of the staff be delayed beyond one month on this account.

(c) Employee does not have the prescribed educational qualification required.

(d) Cases of all such employees whose physical relieving has been put on hold will be reviewed every month at the level of DRM. Cases of employees not having the requisite educational qualification shall, however, be rejected and their transfer order issued on HRMS shall be cancelled.

4. Transfers under the new 20 years scheme shall be considered only for change of place and no requests for Change of Category or Department shall be considered under this scheme. Further, no transfers from the open line to Production Units/Workshops shall be considered under the 20 years scheme.

5. Other than the procedure detailed above, extant rules governing own request transfers shall continue to apply to employees covered under the 20 years scheme.

6. The existing procedure, including, inter alia, the procedure for registration of applications, maintenance of priority on the basis of the date of registration and requirement of NOC from the Accepting Unit shall continue to apply to employees with less than 20 years of regular service.

7. Successful implementation of the 20 years scheme would require readiness of HRMS in all aspects including having all details of posting, educational qualification and other requisite details. Therefore, the scheme shall become operational w.e.f. two months from the date of issue of this policy circular, enabling the HRMS team as well as the various units of Indian Railways to be in readiness for operationalization of the scheme.

Pursuant to a recommendation of the 5th CPC, the scope of these instructions was further widened and detailed guidelines were issued vide this Ministry's letter No.E(NG)I-97/TR/28 dated 05.11.97 in a consolidated form.

E-Pass/PTO Module of HRMS has been launched on 10.08.2020 and the same has been operationalised across all Indian Railways. The facility was subsequently extended to Post Retirement Complementary (PRCP) and post-death passes. All serving employees have been availing Privilege Passes, PTOs and Duty Cheque Passes through HRMS only. As an exception, options are provided to Divyang and retired employees to avail the Privilege Pass/PRCP in physical mode, if they so require.

Sub: Clarification on filling up of 75% posts in Level-6 of merged Cadre of CCTS.

As a result of implementation of recommendations of 7th CPC Railway Board had decided to merge the cadres of Ticket Checking staff, Commercial Staff and ECRC. Accordingly, instructions were issued to Railways for merger of these cadres in phased manner vide Board's letters No.E(NG)I-2016/PM1/12(Pt.) dt.20.02.2018(RBE No.28/2018), dt.05.14.2019(RBE No.59/2019) and No. E(NG)I-2019/PM1/14 dated 28.06.2023 (RBE No. 85/2023). Vide letter dt.28.06.2023 revised AVC of the merged cadre of TC, CC, and ECRC has been issued. It has been stipulated in abovementioned instructions that the posts of Chief Commercial-cum-Ticket Supervisor(CCTS) in Level-6, will be filled by 15% by Direct Recruitment, 10% by LDCE, and 75% by promotion.

Sub: Disciplinary proceedings under Railway Servants (Discipline and Appeal) Rules, 1968-Observance of procedure reg.

A case has come to the notice of Ministry of Railways where immediately after the closure of the case on behalf of the Disciplinary Authority and submission of statement of defence by the charged official, the Inquiry Officer concluded the inquiry and submitted his report in the case. The Hon'ble Central Administrative Tribunal in the said case have commented adversely on the procedure adopted by the Inquiry Officer observing that the inquiry authority has held the inquiry only on behalf of the prosecution. In an another case, Hon'ble Tribunal has quashed the penalty order on the ground of noncompliance of mandatory requirement of serving a copy of the inquiry report to the charged official by the disciplinary authority before passing final orders in the case in violation of principles of natural justice.

Subject: Referral for Transplant cases standard instructions in HMIS based digital referral protocol

An instance regarding referral for a transplant case given by a Railway Hospital was found to have been issued mentioning "Referred procedure/ treatment:. ..workup..." and "Type of Service: treatment /procedure (outdoor) (approved session: 1 no.)". The ambiguity /incongruity caused considerable confusion and inconvenience to the patient and the empanelled hospital.

2. Transplant cases, being highly complex, constitute a unique category of referrals. Unlike other referrals, all transplant cases essentially undergo four broad steps/processes viz. Workup tests Medico-legal/NOTTO compliance Transplant procedure Follow-up. Workup tests are a complex battery of tests on the patient/donor spread over several sessions over a period of time. The transplant procedure is dependent on and decided based on the workup tests. Hence, the locus of workup or transplant procedure cannot be at different empanelled HCOs and must necessarily be covered under a single comprehensive referral.

3. In order to preclude repeat of such instances or error in issuing such referrals, the following has been incorporated as standard/dropdown auto-select menu in the HMIS referral /doctors' desk (from where digital. referral is generated in HMIS) and should be ensured/ rechecked in all transplant referral cases:

L Specialty: (to be picked from drop down menu in HMIS e.g., kidney/liver/lungs etc.)

IL Referred procedure/treatment: "Transplant with workup" (drop down menu in HMIS)

iii. Referring doctor's remarks: (clinical remarks to be recorded).

iv. Type of service:(auto select in HMIS, if referred procedure/treatment is as per ii. above) -"OPD/IPD for comprehensive treatment including follow up". [note: Kidney transplant cases would be inclusive of the dialysis required during the entire treatment period.)

Footnote in all transplant cases: Applicable CGHS package and due compliance with medico-legal /NOTTO requirements to be ensured by the empanelled HCO. Dialysis for kidney transplant cases may be billed separately as per CGHS rates (if not a part of the transplant package rate) or the patient may claim reimbursement for such dialysis.

This issues with the approval of DG(RHS).

Sub.: Promotions to Group ‘B’ posts on Indian Railways through Centralized Computer Based Objective Type Examination — 30% LDCE for the vacancy cycle 01.01.2025 – 31.12.2026.

Ref.: Board’s letters of even number dated 18.02.2026, 19.02.2026 and 26.02.2026.

The Centralized Computer Based Test (CBT) for 30% LDCE for promotion to Group ‘‘B’ posts in departments having Organized Services for the vacancy cycle 01.01.2025 to 31.12.2026 shall be conducted on 24.05.2026 and 31.05.2026, with 50% of the candidates from each Department appearing on each date. As already advised, it may be ensured that the bifurcation of candidates to appear in the Examination on the said two dates is intimated to RRB/Ajmer well in time. In view of the necessity that has arisen due to operational requirements to conduct the exam on two dates, it has been decided to follow normalization process to ensure parity between both sets of candidates. This may be duly indicated while notifying the fresh exam dates.

Night Duty Allowance Calculation

Night Duty allowance will be calculated as per following method, the following 4 values required to calculate NDA

1. Weightage Hours


Weightage of 10 minutes for every hour of duty performed between 22:00 Hrs and 06:00 Hrs will be taken for calculation of payment of NDA, which means In the Night Duty every one hour is considered as 10 minutes to calculate NDA

Example, an employee worked 8 hours in Night Duty, then weightage hours will be 80 minutes (10 Mins x 8 hours)

Attention of the Railways is drawn to Railway Ministry’s Decision No. 11 below rule 18 of Railway Services (Conduct) Rules, 1966 read with clarification issued vide Board’s letters No. E(D&A)2007 GS1- 1 dated 28.3.2008 and 17.6.2009, providing that Supervisory Staff of Group ‘C’ on Railways working in scales of pay the maximum of which is Grade pay of Rs. 4600 and above are required to submit an annual return regarding the immovable property inherited by him, or owned or acquired by him, or held by him on lease or mortgage, either in his own name or in the name of any member of his family or in the name of any other person. The return should be submitted within three months of his first appointment in the grade and thereafter in the month of January every year.

As part of the HRMS, Training Module has recently been launched as a dedicated digital platform designed to plan, process, monitor, and manage training activities in a systematic and transparent manner. It is intended to serve as a centralized repository of training information and facilitate effective monitoring, planning and analysis of training requirements across Indian Railways.

2. Vide Railway Board's letter dtd 24.12.2025 under reference, instructions were Issued to ensure all training courses and nominations thereto are processed through HRMS only. Training programmes processed through the Training Module automatically capture the training profile data of the concerned employees. However, legacy training data in respect of individual employees is also required to be entered on the portal to enable comprehensive tracking of their skills, competencies, certifications and learning history.

2.1. To facilitate the same, a provision has been made in HRMS enabling individual employees to enter details of training programmes undertaken by them in the past. A step-wise procedure for entering the requisite information is enclosed as Annexure.

3. All railway units are requested to create adequate awareness among officials so that they may update details of various training programmes undertaken by them in the past on the portal, following the procedure indicated in the Annexure.

Considering the requests from various Zonal Railways for postponement of the cited examination on account of Financial Year closing and operation of Holi Special trains, it has been decided with the approval of the Competent Authority, to extend the time period for completion of Pre-Selection Training and consequently, re-schedule the 30% LDCE Centralized CBT to a suitable date beyond April, 2026.
