Guidelines for e-Pass/PTO Module of HRMS.
Central Railway ने Railway employees और pension beneficiaries के लिए HRMS में e-Pass/PTO की सुविधा से संबंधित महत्वपूर्ण guidelines जारी की हैं। दिनांक 13 अगस्त 2026 के इस आदेश में Railway Board के 29.05.2026, 15.07.2026 और 31.07.2026 के निर्देशों के आधार पर Retired Railway Employees, Family Pensioners/Widow Pass Holders तथा Serving Divyang Employees के लिए Pass/PTO प्राप्त करने की प्रक्रिया को स्पष्ट किया गया है।
आदेश के अनुसार eligible beneficiaries को उनकी सुविधा के अनुसार HRMS अथवा Manual System से Pass/PTO प्राप्त करने की अनुमति दी जा सकती है। जहां manual passes जारी किए जाते हैं, वहां printing facility, Helpdesk/Facilitation Centre आदि उपलब्ध कराने के निर्देश दिए गए हैं ताकि pensioners, family pensioners और Divyang employees को किसी प्रकार की असुविधा न हो।
यह व्यवस्था 06 महीने बाद review की जानी है। साथ ही, यह relaxation उन pensioners/family pensioners पर लागू नहीं होगी जो पहले से HRMS के माध्यम से Pass प्राप्त कर रहे हैं, जिसमें वे कर्मचारी भी शामिल हैं जो service के दौरान HRMS से Pass ले रहे थे।
मुख्य बात
1. HRMS Pass/PTO:
Railway Board ने सभी employees और retirees के Pass को HRMS के माध्यम से generate करने की व्यवस्था की थी।
2. Manual Pass का विकल्प:
Retired employees, Family Pensioners तथा Serving Divyang Employees को उनकी सुविधा के अनुसार HRMS या Manual System में से विकल्प दिया जा सकता है।
3. Helpdesk/Facilitation Centre:
Manual Pass जारी करने वाले locations पर आवश्यक सुविधा और helpdesk/facilitation centre उपलब्ध कराने के निर्देश हैं।
4. Printing Facility:
Manual/pre-printed Pass जारी करने वाले Pass Issuing Centres में printing facility सुनिश्चित करनी है।
5. 6 महीने बाद Review:
यह व्यवस्था 06 months के बाद review की जाएगी।
6. महत्वपूर्ण अपवाद:
जो pensioners/family pensioners पहले से HRMS के माध्यम से Pass ले रहे हैं, उन पर यह relaxation लागू नहीं होगी।

Pointsmen Cadre Restructuring: Detailed Implementation Instructions | Railway Board | 06.08.2026
Railway Board ने Pointsmen Cadre के restructuring को लागू करने के लिए विस्तृत implementation instructions जारी किए हैं। Railway Board के File No. PCIII/2019/CRC/1, dated 06.08.2026, में RBE No. 39/2026 dated 14.05.2026 के तहत स्वीकृत revised Pointsmen cadre structure को लागू करने की प्रक्रिया स्पष्ट की गई है। संशोधित structure में Pointsmen Grade-I (Level-5), Grade-II (Level-4), Grade-III (Level-2) और Grade-IV (Level-1) शामिल हैं तथा कुल revised cadre strength 66,388 posts निर्धारित की गई है। यह restructuring 03.04.2026 से प्रभावी है और इसका लाभ उस cut-off date पर cadre में कार्यरत कर्मचारियों तक सीमित रहेगा। आदेश में promotion के लिए 2 वर्ष की minimum residency service, pay fixation, vacancies भरने की प्रक्रिया, chain/resultant vacancies, financial neutrality, reservation, Vigilance/D&A clearance, posts की pin-pointing, rounding off तथा MACPS में restructuring के तहत मिलने वाली promotion/financial upgradation के reckoning सहित विभिन्न महत्वपूर्ण प्रावधान दिए गए हैं। यह पत्र Pointsmen cadre के कर्मचारियों तथा संबंधित Personnel/Operating अधिकारियों के लिए restructuring के practical implementation को समझने के लिए महत्वपूर्ण है।
RBE No. 62/2026: Railway Employees के Service Records में Name Reconciliation के नए नियम | Initials से Full Name
Railway Board ने Railway कर्मचारियों के Service Book/Service Records में दर्ज initials-based नाम और PAN, Aadhaar, Bank Records आदि में दर्ज expanded/full name के बीच होने वाले mismatch को दूर करने के संबंध में महत्वपूर्ण निर्देश जारी किए हैं। RBE No. 62/2026 के माध्यम से स्पष्ट किया गया है कि यदि किसी कर्मचारी के initials का विस्तार documentary evidence से प्रमाणित होता है, तो इसे नाम परिवर्तन (Change of Name) नहीं माना जाएगा। ऐसे कर्मचारियों को निर्धारित प्रक्रिया के अनुसार अपना expanded/full name Service Book/Service Records में दर्ज कराने की सुविधा दी गई है। निर्देशों में PPO में नाम दर्ज करने, initials या spelling से संबंधित minor discrepancies, नए एवं existing employees के expanded names की recording तथा HRMS में “Employees’ full name without initials” के लिए अलग field उपलब्ध कराने जैसे महत्वपूर्ण प्रावधान शामिल हैं। इसका मुख्य उद्देश्य retirement के समय PPO जारी करने तथा pensionary/settlement benefits के निपटान में नाम संबंधी कठिनाइयों को कम करना और Service Records, PAN, Aadhaar तथा Bank Records में नाम की uniformity सुनिश्चित करना है।

2. Para 214 (c) (i) of IREM states the following:
"Staff in the immediate lower grade with a minimum service of two years in that grade will only be eligible for promotion, uniess a longer length of service in the lower grade has been stipulated as a condition of eligibility for promotion in any particular category. The Service for this purpose includes service, if any, rendered on ad hoc basis followed by regular service without break. The condition of two years' service should stand fulfilled at the time of actual promotion and not necessarily at the stage of consideration. If by virtue of the above rule, a junior is eligible for such promotion, his senior will also be eligible for such promotion, even though he might not have put in a total service of two years, or more (if stipulated in a particular category in the lower grade)"

Instructions regarding own request transfers of non-gazetted employees have been issued from time to time by Railway Board. As per the current procedure, transfer requests of employees are registered as per their category, with priority being assigned based on the date of submission of applications. Applications are then forwarded in order of priority based on the vacancy position in the Relieving Unit. On receipt of No Objection Certificate from the Accepting Unit, transfer order of the applicant is issued by the Relieving Unit. It is seen that there are certain employees across all the zones of Indian Railways who have been awaiting transfer on request for a considerable period of time. A number of these employees have already served for a considerable number of years in Indian Railways.
2. It has accordingly been decided to introduce a new category of own request transfers on priority basis of those non-gazetted railway employees with more than 20 years of regular service. This would be an employee friendly measure designed to ensure that requests of employees who have served Railways for more than 20 years are processed on priority basis in recognition of their long years of service.
3. The modalities of the new policy for prioritising own request transfers of employees with more than 20 years of regular service are detailed below:
i. The employees seeking transfer shall continue to apply for transfer to the desired zonal railway/division/unit on HRMS portal.
ii. On the first of every month, HRMS shall generate a consolidated priority list of employees with more than 20 years of regular service who have sought transfer on own request.
iii. The priority list shall be generated taking the following criteria into consideration:
(a) Category-wise priority lists shall be generated for each Accepting Unit separately.
(b) The priority list for transfer shall be based on the number of years of regular service in descending order.
iv. Once the monthly priority list is generated on HRMS in terms of Para 3 (ii) and (iii) above, transfer orders strictly in the order of priority, to the extent of vacancies available in the
Accepting Unit shall be automatically issued on HRMS. No NOC from the Accepting Unit shall be required for this purpose.
V. Subsequent to issue of auto-transfer orders on HRMS, the employee will be physically relieved as per the current procedure with the approval of the controlling JAG officer/Branch Officer within 15 days of the issue of the auto-transfer order on HRMS.
vi. Physical relieving of the employee may only be put on hold with the approval of DRM, and only in the following cases:
(a) Employee is not clear from D&AR/Vigilance cases.
(b) Proper handing over of stock sheets, etc. has not taken place. In such cases, even if no reliever has been posted, it would be the responsibility of the Controlling JAG officer / Branch Officer to nominate staff to complete the handing over/taking over formalities. Under no circumstances should the physical relieving of the staff be delayed beyond one month on this account.
(c) Employee does not have the prescribed educational qualification required.
(d) Cases of all such employees whose physical relieving has been put on hold will be reviewed every month at the level of DRM. Cases of employees not having the requisite educational qualification shall, however, be rejected and their transfer order issued on HRMS shall be cancelled.
4. Transfers under the new 20 years scheme shall be considered only for change of place and no requests for Change of Category or Department shall be considered under this scheme. Further, no transfers from the open line to Production Units/Workshops shall be considered under the 20 years scheme.
5. Other than the procedure detailed above, extant rules governing own request transfers shall continue to apply to employees covered under the 20 years scheme.
6. The existing procedure, including, inter alia, the procedure for registration of applications, maintenance of priority on the basis of the date of registration and requirement of NOC from the Accepting Unit shall continue to apply to employees with less than 20 years of regular service.
7. Successful implementation of the 20 years scheme would require readiness of HRMS in all aspects including having all details of posting, educational qualification and other requisite details. Therefore, the scheme shall become operational w.e.f. two months from the date of issue of this policy circular, enabling the HRMS team as well as the various units of Indian Railways to be in readiness for operationalization of the scheme.
