Sub: Maintenance of Lift/Elevator over Indian Railways (IR).
Ref: i) Railway Board letter No. 2013/Elect(G)/ 7150/13/Pt.III dated 23.07.2025.
i) RDSO Specification no. RDSO/2013/ EM/SPEC/ 0016 (Rev'2') -2025 dated 25.09.2025.
ii iii) RDSO's letter no. RDSO-EEMOLKO (SPEC)/1/2024 dated 30.03.2026.
RDSO has issued revised specification for Lift/elevator to incorporate enhanced safety features vide reference (ii) above. All Zonal Railways (ZRs) and Production Units (PUs) are advised to strictly adhere to the revised specification (or latest) for all future procurements. In addition to RDSO specification, the following guidelines to be followed in procurement processes of Lift/elevator including Stores, Works and EPC contracts:
i. The of meet procurement Lift/elevator shall RDSO RDSO/2013/EM/SPEC/0016 (Rev'2')-2025 dated 25.09.2025 or latest. Specification no.
ii. The maintenance activities of lift/elevator shall be carried out in accordance with the SMI issued by RDSO vide letter dated 30.03.2026 or latest. The check list given in SMI to be signed jointly by the OEM and Railway representative.
iii. Lift/elevator procurement must be with warranty period as per Indian Railway Standard conditions of contract followed by comprehensive maintenance for a suitable period, but not less than 10 years.
iv. One-time repair may be undertaken through OEM for lift/elevator not maintained by OEM, followed by comprehensive maintenance through OEM for a period not less than 5 years.
v. Comprehensive maintenance shall be through OEM, any deviation should be with the personal approval of PCEE recording reasons thereof.
vi. The contractor shall retain sufficient spares for prompt replacement, installation or reinstallation of any defective part of the lift/elevator. The spares for the purpose of this clause shall be separate from any spares supplied within the scope of the Contract.
vii. The Contractor shall repair or rectify any Defect or deficiency and any failure on this behalf shall constitute non-fulfillment of the Maintenance obligations by the Contractor. Upon occurrence of any breach hereunder, the Authority shall be entitled to effect a suitable penalty as deemed fit.
viii. The contractor shall be responsible for correcting all defects/deficiencies including regular maintenance or any repairs, restoration including usual wear & tear of lift or any part thereof. These shall form a part of the maintenance obligations of the contract, during the contract period as well as the warranty period.
ix. The OEM to impart periodic training to the Railway Staff as and when requested by Railways on regular basis for scheduled as well as breakdown maintenance of the lift.
x. For the critical/sensitive locations, the provision of manning of lift/elevator on as-need basis should be incorporated in the AMC agreement.
The above instructions will supersede earlier or similar instructions issued on the subject matter.
This issues with the concurrence of Finance Directorate and approval of Board (M/T&RS & MF).
