The full Board, in the exercise of the powers vested in it to make reasonable relaxations in public interest for a class / group of employees in all or any of the provisions regarding house allotment / retention, have approved the following common general provisions on retention of railway accommodation: 

1. Only one railway accommodation/quarter can be retained by a railway staff/ officer - either at the first station of retention or at the current place of posting - Illustration box is as below:

In continuation of Board's letter No. E(G) 2008 QR 1-16 dated 12.07.2018 on the above mentioned subject, the Competent Authority (CRB & CEO) in exercise of the powers vested to make reasonable relaxations in public interest for a class/group of employees in all or any of the provisions regarding house allotment/retention, has decided that Railway officers proceeding on CSS deputation may be permitted to retain their existing Railway accommodation on payment of normal rent/license fee for the duration of their deputation in the same city.

2. This issues with the approval of the Competent Authority as above.

3. This letter supersedes Board's letter of even No. dated 19.09.2025.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

On consideration of a request received from Northern Railway regarding permission for retention of Railway quarters at their previous place of posting by Railway officers/staff posted over Jammu Division of Northern Railway, the full Board in exercise of the powers vested in it to make reasonable relaxations in public interest for a class/group of employees in all or any of the provisions regarding house allotment/retention have decided that Railway officers/staff posted over Jammu Division may be permitted to retain their Railway quarters at the previous place of posting on payment of normal rent for the period of 03 years (i.e. up to March, 2028) from posting; or availability of ample residential facilities in Jammu Division, whichever is earlier.

Sub: Scale of electrical fittings for the existing staff quarters-Standardization thereof.

Please refer to above mentioned Board's letter dated 09.11.2021 (Ref.-ii) wherein revised scale of electrical fittings for the existing staff quarters had been advised to Railways/PUs.

2. In supersession of the letter under reference above, it has been decided that the revised scale of electrical fittings for the existing staff quarters shall be as per details enclosed in Annexure. These guidelines will be applicable for all the existing staff quarters. However, revised scale of fittings for existing quarters should be provided when re-wiring of a quarter is being undertaken.

Sub: Entitlement of HRA in case of shared accommodation.

Recently in a vigilance case, one of the allegations was regarding allotment of Railway quarters on sharing basis and allowing one staff to draw HRA. It was observed that it is a violation of Para 1706 and Para 1712 of IREC Vol-II. It emerged that some of the employees were allowed to share accommodation with allottees and that HRA was paid to Railway servant who shares railway accommodation as per Para 1706 (ii) of IREC on the ground that HRA can be paid to the officials sharing Railway accommodation with original allottees and those original allottees are not getting HRA. Therefore, there is no irregularity in this regard and it was also argued that as full rent was recovered there was no loss to Railways.
