Ref. This office letters of even number dated 29.05.2026 & 15.07.2026

Vide letter of even number dated 29.05.2026 under reference, guidelines regarding issuance of Post Retirement Complementary Passes (PRCP) to pensioners and passes to serving PwBD employees through HRMS were issued. Subsequently vide letter of even number dated 15.07.2026, provision was made to issue manual passes as an interim measure for three months, keeping the general policy of issue of PRCP / privilege passes through HRMS intact.

Guidelines for e-Pass/PTO Module of HRMS.

 Central Railway ने Railway employees और pension beneficiaries के लिए HRMS में e-Pass/PTO की सुविधा से संबंधित महत्वपूर्ण guidelines जारी की हैं। दिनांक 13 अगस्त 2026 के इस आदेश में Railway Board के 29.05.2026, 15.07.2026 और 31.07.2026 के निर्देशों के आधार पर Retired Railway Employees, Family Pensioners/Widow Pass Holders तथा Serving Divyang Employees के लिए Pass/PTO प्राप्त करने की प्रक्रिया को स्पष्ट किया गया है। 

आदेश के अनुसार eligible beneficiaries को उनकी सुविधा के अनुसार HRMS अथवा Manual System से Pass/PTO प्राप्त करने की अनुमति दी जा सकती है। जहां manual passes जारी किए जाते हैं, वहां printing facility, Helpdesk/Facilitation Centre आदि उपलब्ध कराने के निर्देश दिए गए हैं ताकि pensioners, family pensioners और Divyang employees को किसी प्रकार की असुविधा न हो।

 यह व्यवस्था 06 महीने बाद review की जानी है। साथ ही, यह relaxation उन pensioners/family pensioners पर लागू नहीं होगी जो पहले से HRMS के माध्यम से Pass प्राप्त कर रहे हैं, जिसमें वे कर्मचारी भी शामिल हैं जो service के दौरान HRMS से Pass ले रहे थे।

मुख्य बात

1. HRMS Pass/PTO:

Railway Board ने सभी employees और retirees के Pass को HRMS के माध्यम से generate करने की व्यवस्था की थी।

2. Manual Pass का विकल्प:

Retired employees, Family Pensioners तथा Serving Divyang Employees को उनकी सुविधा के अनुसार HRMS या Manual System में से विकल्प दिया जा सकता है।

3. Helpdesk/Facilitation Centre:

Manual Pass जारी करने वाले locations पर आवश्यक सुविधा और helpdesk/facilitation centre उपलब्ध कराने के निर्देश हैं।

4. Printing Facility:

Manual/pre-printed Pass जारी करने वाले Pass Issuing Centres में printing facility सुनिश्चित करनी है।

5. 6 महीने बाद Review:

यह व्यवस्था 06 months के बाद review की जाएगी।

6. महत्वपूर्ण अपवाद:

जो pensioners/family pensioners पहले से HRMS के माध्यम से Pass ले रहे हैं, उन पर यह relaxation लागू नहीं होगी।

Sub: Guidelines for e-Pass/PTO Module of HRMS

E-Pass/PTO Module of HRMS has been launched on 10.08.2020 and the same has been operationalised across all Indian Railways. The facility was subsequently extended to Post Retirement Complementary (PRCP) and post-death passes. All serving employees have been availing Privilege Passes, PTOs and Duty Cheque Passes through HRMS only. As an exception, options are provided to Divyang and retired employees to avail the Privilege Pass/PRCP in physical mode, if they so require.

Sub: Verification of proof of identity during the journey. 

Ref: This office letter no. 2011/TG-I/20/P/ID-efile dated 16.11.2021 (CC No. 13 of 2021).

Vide instructions dated 16.11.2021 referred to above, it was advised that:-

i. While undertaking journey in reserved class of the train, one of the passengers has to produce one of the prescribed proofs of identity (in original) failing which all the passengers will be treated as travelling without ticket.

ii. Any passenger availing concessions or booking ticket under the quota earmarked for specific category of passengers will be required to produce a valid proof to establish his/her genuineness and the claim for the facility of concession/ reservation quota availed.

2. It is desired that these instructions may be reiterated to all concerned for strict compliance especially in the areas serving the international borders e.g. Indo-Nepal, Indo-Bangladesh, etc.

Sub: Booking of unreserved ticket on the E-Passes/PTOs generated in HRMS application.

As per extant guidelines, in case a serving/retired Railway servant intends to undertake journey on e-pass/PTO after preparation of first reservation chart in a train having RAC/waiting list, unreserved ticket should be got issued from UTS/station booking counter for undertaking journey in unreserved compartment/available class. If vacant accommodation becomes available, berth/seat as per entitlement of e- pass/PTO holder may be allotted. E-pass/PTO will be treated as used for that leg of journey up to which booking has been made in UTS/station booking counter.

Sub: Inclusion of a Parent as well as “Medical Attendant” in Special Passes issued on medical grounds in favour of minor children of railway employees.

In the PNM/AIRF Meeting with Board, the Federation had raised the issue regarding non-inclusion of a parent in the Special Passes issued for outstation medical treatment of children of railway employees due to absence of necessary provision in the extant Pass Rules.

2. The issue has been examined in detail and in order to obviate the difficulties in such cases, it has been decided with the approval of the Competent Authority to incorporate the following provision in Schedule VII (Special Passes) of the Railway Servants (Pass) Rules, 1986 (Second Edition- 1993) as item No.5 (below Note of Item No.4) under Column 3.‘Entitlement/facilities’:-

“5. In case of minor children (i.e. boys under the age of 15 years and girls under the age of 18 years), if referred to outstation hospitals for medical treatment, Special Passes in favour of (i) railway servant or his/her spouse, (ii) minor child requiring treatment and (iii) a Medical Attendant (who may be a family member or dependent or any other person) will be issued. The pass will ordinarily be issued for the class of entitlement of the railway servant on privilege account or in higher class, if otherwise admissible under these rules.”

3. This issues with the concurrence of Finance Directorate of Ministry of Railways.
