Clarification - Duty Hours of Running Staff (रनिंग स्टाफ की ड्यूटी के घंटे)

Sub: Duty Hours of Running Staff

Ref :(i) This office letter of even dated 24.04.2023

(ii) Railway Board’s letter no. E(LL)/2016/HPC/1  dt. 28.11.2016

 

Zonal Railways were sensitized on the issue of running staff being worked for more than the stipulated duty hours vide letter under ref.(i). Some Zonal Railways have sought clarification on the stipulation of the duty hours.

In order to clarify, instructions contained in Board’s letter 28.11.2016 are reiterated as under: :

(i) Total duty at a stretch (from ‘sign on’ to ‘sign off’) for the Running Staff should not exceed 11 hours.

(ii) Running duty at a stretch should not ordinarily exceed 9 hours. Such duty may extend further provided the railway administration gives at least 2 hours’ notice before the expiry of 9 hours to the crew that they would be required to perform running duty beyond 9 hours, with the stipulation that the total duty from 'sign on' to ‘sign off’ shall not exceed 11 hours.

(iii) In case train does not reach its destination, normal crew changing point or the point where the reliver has been arranged, within overall limit of 11 hours, and such a point is approximately one-hour journey away, the Running Staff shall be required to work to-that point provided the maximum hours in that trip does not exceed 12 hours.

(iv) For loco pilots of all Mail/Express trains, the running duty (for the purpose of preparation of links only) should not exceed 8 hours. However, P&C time shall not be included within 8 hours.

(v) The above provision for running duty hours and total duty hours shall be applicable to all Running Staff including Loco Pilots (Mail/Express), Loco Pilots (Passenger), Loco Pilots (Freight), Motormen and Guards except wherever stated otherwise.

 (vi) Subject to exigencies of service, Headquarter rest of all Running Staff will be 16 hours irrespective of the duration of their incoming trip. Further, in exigencies of service, the existing provision will continue to be the minimum condition.

It is again advised to ensure compliance.

संदर्भ :(i) यह कार्यालय पत्र दिनांक 24.04.2023 का है

(ii) रेलवे बोर्ड के पत्र क्रमांक. ई(एलएल)/2016/एचपीसी/1 दिनांक। 28.11.2016

क्षेत्रीय रेलवे को संदर्भ (i) के तहत पत्र के माध्यम से रनिंग स्टाफ से निर्धारित ड्यूटी घंटों से अधिक समय तक काम लेने के मुद्दे पर जागरूक किया गया था। कुछ जोनल रेलवे ने ड्यूटी घंटों के निर्धारण पर स्पष्टीकरण मांगा है।

स्पष्ट करने के लिए, बोर्ड के पत्र 28.11.2016 में निहित निर्देशों को निम्नानुसार दोहराया जाता है: :

(i) रनिंग स्टाफ की कुल ड्यूटी ('साइन ऑन' से 'साइन ऑफ' तक) 11 घंटे से अधिक नहीं होनी चाहिए।

(ii) रनिंग ड्यूटी सामान्यतः 9 घंटे से अधिक नहीं होनी चाहिए। ऐसी ड्यूटी आगे भी बढ़ सकती है, बशर्ते रेलवे प्रशासन 9 घंटे की समाप्ति से पहले चालक दल को कम से कम 2 घंटे का नोटिस दे कि उन्हें 9 घंटे से अधिक रनिंग ड्यूटी करने की आवश्यकता होगी, इस शर्त के साथ कि कुल ड्यूटी 'साइन ऑन' से होगी। 'साइन ऑफ' करने के लिए 11 घंटे से अधिक नहीं होना चाहिए।

(iii) यदि ट्रेन अपने गंतव्य तक नहीं पहुंचती है, तो सामान्य क्रू चेंजिंग पॉइंट या वह पॉइंट जहां रिलीवर की व्यवस्था की गई है, 11 घंटे की कुल सीमा के भीतर, और ऐसा पॉइंट लगभग एक घंटे की यात्रा दूर है, रनिंग स्टाफ होगा उस बिंदु तक काम करना आवश्यक है, बशर्ते उस यात्रा में अधिकतम घंटे 12 घंटे से अधिक न हों।

(iv) सभी मेल/एक्सप्रेस ट्रेनों के लोको पायलटों के लिए रनिंग ड्यूटी (केवल लिंक तैयार करने के उद्देश्य से) 8 घंटे से अधिक नहीं होनी चाहिए। हालाँकि, P&C समय 8 घंटे के भीतर शामिल नहीं किया जाएगा।

(v) रनिंग ड्यूटी घंटों और कुल ड्यूटी घंटों के लिए उपरोक्त प्रावधान लोको पायलट (मेल/एक्सप्रेस), लोको पायलट (पैसेंजर), लोको पायलट (फ्रेट), मोटरमैन और गार्ड सहित सभी रनिंग स्टाफ पर लागू होंगे, सिवाय इसके कि जहां अन्यथा कहा गया हो।

(vi) सेवा की अत्यावश्यकताओं के अधीन, सभी रनिंग स्टाफ का मुख्यालय विश्राम उनकी आने वाली यात्रा की अवधि की परवाह किए बिना 16 घंटे का होगा। इसके अलावा, सेवा की अत्यावश्यकताओं में, मौजूदा प्रावधान न्यूनतम शर्त बनी रहेगी।

अनुपालन सुनिश्चित करने की पुनः सलाह दी जाती है।
