Sub.: Reorganization of Gati Shakti Units in Divisions

The Railway Board vide letters under references had approved setting up of Gati Shakti Units (GSUs) on all the Divisions of Indian Railways. GSUs have been mandated to fast treck the construction works required to remove bottlenecks in train operations and improve mobility.
2. The reporting of GSUs has been reviewed by Board and it has been decided as under:
(i) GSUs will report to CAO/C/Road Safety Projects (RSP) or to CAO/C till such tice
CAO/C/RSP is posted over Zonal Railway. (ii) GSUs may normally plan and execute works costing above Rs. 10 crore whereas Divisions may continue to execute minor works costing less than Rs. 10 crore including minor station redevelopment works, Traffic facilities works, LHS/RUB works, etc.
(iii) Transfer of existing works of GSUs to other units which are in advance stage of completion may be decided by General Manager on case to case basis.
(iv) Construction finance shall be the associate finance for GSUs for all new works to be executed by GSUs. However, for existing ongoing works of GSUs, Divisional finance may continue to be the associate finance for all such works.
(v) The Divisional staff/officers associated with the maintenance of infrastructurend operation of trains shall not be engaged in the execution of GSUs works.
(vi) General Manager may also consider merger of different GSUs based on the workload.
This issues with the approval of Board (M/Infra, M/TRS, M/O&BD, MF and CRB & CEO).
