Subject: Reckoning of Additional Post Allowance for the purpose of Pension and Pensionary benefits - clarification reg.

Instructions for grant of Additional Post Allowance (APA) were issued vide Board's letter No. F(E)Spl./2009/FR/1/3(7th CPC), dated 05.09.2018 (RBE No. 128/2018) in accordance with DoP&T's OM No. 2/13/2017-Estt. (Pay.II), dated 08.08.2018.
2. Further, DoP&T was consulted as to whether Additional Post Allowance is to be reckoned for the purpose of pension/pensionary benefits.
3. DoPT has advised that Additional Post Allowance, which is in the nature of an allowance, cannot be treated as 'Pay' as defined in FR 9(21)(a)(i) [Rule 1303 (i) of IREC Vol II].
4. Accordingly, Additional Post Allowance cannot be treated as 'Pay' as defined in clause (i) of Rule 1303 of IREC Vol-II for calculating pension/pensionary benefits.
