Sub.: Procurement of VIIF Walkie Talkie sets for use over Indian Railways

Ref.: RDSO's specification No. RDSO/ SPN/ TC / 107-2018 Version 2.1 for VHF sets to be used on Indian Railways

Zonal Railways are in the process of procuring 5Watt VHF sets as per RDSO specification referred to above which mandates PoC trial to be conducted by RDSO jointly with the concerned Zonal Railways. This has led to delay in procurement of VHF sets since PoC is conducted after the Tender is opened.

2. Taking into account the criticality of VHF walkie-talkie sets and to ensure its effectiveness across various types of terrain over Indian Railways, Board (CRB&CEO, MI, MTRS and MOBD) & DG/Safety have approved the following measures, to be taken to address issues related to procurement of the same:

(i) PoC should be conducted by RDSO on a long-haul train in the same section of Chakradharpur Division of South Eastern Railways where a similar PoC was conducted earlier by SER for its tender for purchase of 23,254 VHF sets.

(ii) Minimum distance to be considered for Loco Pilot to Train Manager (Loco Cab to Guard/Brake Van) and for ground to ground communication would be 1.5 Km and 2 Km respectively.

(iii) Zonal Railways inviting the tender shall consider the offer valid, only for the Make and Model of VHF sets which have passed the RDSO Type Test and PoC as on the date of opening of tender. The results of the PoC & RDSO Type Test would be valid till distinct changes in Hardware and Software are done by the OEM or PoC guidelines are changed. RDSO shall upload these results on its website, so that all stakeholders can view the same.

(iv) Non-indigenous vendors of VHF sets shall also be allowed to register with RDSO's UVAM portal since PPP-MII policy instructions do not bar non-indigenous vendors from being developed/ registered.

(v) Interoperability between different Makes/Models of VHF sets should be ensured.
