2. Para 214 (c) (i) of IREM states the following:

"Staff in the immediate lower grade with a minimum service of two years in that grade will only be eligible for promotion, uniess a longer length of service in the lower grade has been stipulated as a condition of eligibility for promotion in any particular category. The Service for this purpose includes service, if any, rendered on ad hoc basis followed by regular service without break. The condition of two years' service should stand fulfilled at the time of actual promotion and not necessarily at the stage of consideration. If by virtue of the above rule, a junior is eligible for such promotion, his senior will also be eligible for such promotion, even though he might not have put in a total service of two years, or more (if stipulated in a particular category in the lower grade)"

With a view to streamlining the conduct of promotion examinations through Computer Based Tests (CBT) in a time bound manner a need has been felt to have a Model selection Calendar issued from the Railway Board to assist Zonal Railways/PUs to plan CBT based departmental examinations, the guidelines for which have already been issued vide RBE 47 & 75 of 2025. Accordingly, a model Selection Calendar has been devised and being issued for information and guidance of all concerned.

In terms of Board's letter No. PCIV/90/Imp/3 dated 02.05.1996, the incumbents to the post of Assistant Library & Information Officer were given the revised pay scale of Rs. 2000-3500 (now Level 7) subject to their fulfilling the conditions laid down under Board's letter No. PC-IV/90/Imp/3 dated 12.10.1992. However, as the process of framing of Recruitment Rules for these posts in consultation with UPSC was underway, instructions were issued vide Board's letter No. E(GP)2007/2/5 dated 04.04.2007 (RBE No. 51/2007), to fill these posts on ad-hoc basis through the normal selection process including viva-voce and assessment of record of service, from amongst the Library & Information Assistants in scale of Rs.5500-9000 (now Level 6) with years' regular service in the grade and degree from a recognized University or equivalent and also degree in Library Science from a recognized University or equivalent.
