Sub.: Promotion to Gr. B post of Assistant Library & Information Officer.
In terms of Board's letter No. PCIV/90/Imp/3 dated 02.05.1996, the incumbents to the post of Assistant Library & Information Officer were given the revised pay scale of Rs. 2000-3500 (now Level 7) subject to their fulfilling the conditions laid down under Board's letter No. PC-IV/90/Imp/3 dated 12.10.1992. However, as the process of framing of Recruitment Rules for these posts in consultation with UPSC was underway, instructions were issued vide Board's letter No. E(GP)2007/2/5 dated 04.04.2007 (RBE No. 51/2007), to fill these posts on ad-hoc basis through the normal selection process including viva-voce and assessment of record of service, from amongst the Library & Information Assistants in scale of Rs.5500-9000 (now Level 6) with years' regular service in the grade and degree from a recognized University or equivalent and also degree in Library Science from a recognized University or equivalent.
2. The Indian Railways Library and Information Officer, Assistant Library and Information Officer Recruitment Rules, 2022 have since been notified vide Ministry of Railways, New Delhi, notification No. 2005/E(GR)I/15/4/RR Vol. I dated 7th February, 2022. In view of these Recruitment Rules, the matter regarding regularization of Group 'B' service of employees promoted on ad-hoc basis after due selection, held in accordance with Board's letter No. E(GP)2007/2/5 dated 04.04.2007 (RBE No. 51/2007), has been considered by the Board. It has been decided that the ad-hoc promotion of Group 'C' staff to Group 'B' post of Assistant Library and Information Officer, after due selection in terms of Board's letter No. E(GP)2007/2/5 dated 04.04.2007 (RBE No. 51/2007), may be regularized from the date they have completed the minimum eligibility service of 5 years' regular service in the feeder grade of Library & Information Assistant (L-6), as laid down in the Recruitment Rules.
3. This provision applies exclusively to ad-hoc Assistant Library and Information Officers (Group 'B') promoted under the instructions outlined in Board's letter No. E(GP)2007/2/5 dated 04.04.2007 (RBE No. 51/2007), consistent with similar instructions for Group 'B' posts in other Miscellaneous Cadres.
4. This also disposes of reference received from NAIR vide their letter no. EG/NAIR/ALIO/AP dtd. 04.10.2024.
