New Delhi, dated: As signed

Sub: Classification of Pointsmen/Traffic Gatemen under the Hours of Employment Regulations (HOER), 2005.
The issue concerning the enhanced operational responsibilities of Pointsmen/Traffic Gatemen is presently under examination in the Board’s Office. The workload of these categories has increased significantly due to the growth in the number of trains and various operational changes, including modernization initiatives, introduction of higher train speeds, implementation of automatic block signaling, and other technological and operational advancements.
2. The issue has been examined in the Board’s office. It is observed that under Rule 3 of the “Railway Servants (Hours of Work & Period of Rest) Rules, 2005”, the Head of the Railway Administration (or CPO, if delegated) is the prescribed authority to decide the classification / working hours of Railway servants. Further, Zonal Railways should conduct “factual job analysis” for deciding classification / duty hours of Railway Servants in terms of extant instructions and rules.
3. Accordingly, all Zonal Railways/Production Units are advised to undertake necessary examination/review of the classification of Pointsmen/Traffic Gatemen at major junctions, marshalling yards, terminal stations and other locations having exceptionally high traffic density and intensive operational workload by conducting “factual job analysis” in a time bound manner under their jurisdiction and ensure that the classification of the Pointsmen/Traffic Gatemen is made strictly in accordance with the relevant provisions of HOER, 2005 and instructions issued by Railway Board from time to time, keeping in view the actual nature of duties, duty roster, periods of rest and operational requirements.
