Sub: General Department Competitive Examination (GDCE) for filling up 25% of the Direct Recruitment Quota Vacancies- reg.

Attention is invited to Board's letter no. E(NG)1/2023/PM1/19 dated 08.10.2024 (Master Circular No. 69/2024) on GDCE, wherein consolidated instructions on the subject of conduct of GDCE are issued for ease of understanding and clarity. Attention is also drawn to Railway Board's instructions issued by the letter of even number dated: 26/05/2025 (RBE 47/2025 as amended from time to time) wherein, it was advised to hold examinations in CBT/TBT mode for departmental selections. In this regard, it has been informed to Board that some more clarity is required in the field units regarding holding of GDCE examinations on CBT mode.

It is therefore, clarified that the Zonal Railways may conduct the GDCE at their own Railway level as is already advised by Railway Board vide RBE 18/2024 and 25/2024, through an Examination Conducting Agency (ECA) as finalised by the concerned RRB entrusted to provide ECA for the Departmental CBT/TBTS.

3. Accordingly, Zonal Railways may conduct the GDCE at their own level through an Examination Conducting Agency (ECA) as finalized by the nodal RRB and on the lines of Departmental selections, in accordance with extant rules on GDCE.

4 The aspect that under GDCE Scheme the Question Paper is to be set by the ECA conducting the GDCE as per Para-26 of RBE 69/2024 supra. which is not the case in departmental selections as per the instructions issued vide RBE 47/2025 and 75/2025, wherein a nominated departmental officer of appropriate level is stipulated to be a Question Paper Setter, should be kept in mind while conducting the GDCE through designated ECA in the above mentioned manner.

5 Further, specific guidelines shall be issued by RRB Dte. / Railway Board pertaining to finalisation of ECA to conduct the GDCE in due course as was done in the case of departmental selections through CBT/TBT mode

विषयः 25% सीधी भर्ती कोटा रिक्तियों को भरने के लिए सामान्य विभागीय प्रतियोगी परीक्षा (जीडीसीई) के संबंध में।

आपका ध्यान बोर्ड के दिनांक 08.10.2024 के पत्र सं. ई (एनजी) 1/2023/पीएम1/19 (मास्टर परिपत्र सं. 69/2024) की ओर आकर्षित किया जाता है, जिसमें सामान्य विभागीय प्रतियोगी परीक्षा के आयोजन के विषय पर सुगमता और स्पष्टता के लिए अनुदेश जारी किए गए हैं। रेलवे बोर्ड के दिनांक 26/05/2025 के समसंख्यक पत्र (आरबीई 47/2025, समय-समय पर यथासंशोधित) द्वारा जारी अनुदेशों पर भी ध्यान आकर्षित किया जाता है, जिसमें विभागीय चयन के लिए सीबीटी/टीबीटी माध्यम से परीक्षाएं आयोजित करने की सलाह दी गई थी। इस संबंध में, बोर्ड को सूचित किया गया है कि सीबीटी माध्यम से सामान्य विभागीय प्रतियोगी परीक्षा (जीडीसीई) आयोजित करने के किए फील्ड इकाइयों के संबंध में कुछ और स्पष्टीकरण की आवश्यकता है।

2. अतः, यह स्पष्ट किया जाता है कि क्षेत्रीय रेलें अपनी रेलवे के स्तर पर सामान्य विभागीय प्रतियोगी परीक्षा (जीडीसीई) आयोजित कर सकती हैं, जैसा कि रेलवे बोर्ड द्वारा आरबीई 18/2024 और 25/2024 के तहत पहले ही बताया जा चुका है, संबंधित रेलवे भर्ती बोर्ड द्वारा अंतिम रूप से निर्धारित परीक्षा संचालन एजेंसी के माध्यम से, जिसे विभागीय सीबीटी/टीबीटी के लिए परीक्षा संचालन एजेंसी चयन करने का काम सुपुर्द किया गया था।

3. तदनुसार, क्षेत्रीय रेलें नोडल रेलवे भर्ती बोर्ड द्वारा अंतिम रूप से निर्धारित परीक्षा संचालन एजेंसी के माध्यम से और विभागीय चयन की तर्ज पर, सामान्य विभागीय प्रतियोगी परीक्षा पर मौजूदा नियमों के अनुसार जीडीसीई आयोजित कर सकते हैं।

4. सामान्य विभागीय प्रतियोगी परीक्षा योजना के अंतर्गत, आरबीई 69/2024 के पैरा-26 के अनुसार सामान्य विभागीय प्रतियोगी परीक्षा का प्रश्न पत्र आयोजित करने वाली ईसीए द्वारा सेट किया जाना है। तथापि, आरबीई 47/2025 एवं 75/2025 के तहत जारी अनुदेशों के अनुसार विभागीय चयन के मामले में लागू नहीं होती, जिसमें प्रश्न पत्र तैयार करने का कार्य उपयुक्त स्तर के नामित विभागीय अधिकारी का होता है। जीडीसीई का आयोजन नामित ईसीए के माध्यम से करते समय इस बात का ध्यान रखा जाना चाहिए।

5. इसके अतिरिक्त, रेलवे भर्ती बोर्ड निदेशालय रेलवे बोर्ड द्वारा सामान्य विभागीय प्रतियोगी परीक्षा आयोजित करने के लिए परीक्षा संचालन एजेंसी को अंतिम रूप देने से संबंधित विशिष्ट दिशा-निर्देश जारी किए जाएंगे जैसा कि सीबीटी/टीबीटी माध्यम से विभागीय चयन के मामले में किया गया था।
