Sub: Transfer Policy for prioritizing own request transfer of non-gazetted railway employees having more than 20 years of regular service.
Ref: Railway Board's letter No. E(NG)I/2026/TR/15 dated 22.07.2026 (RBE No. 61/2026).
In continuation of the instructions issued vide letter under reference regarding prioritization of own-request transfer applications of non-gazetted Railway employees having more than 20 years of regular service under the Service Based Request Transfer (SBRT) Scheme, it has been decided that the following provisions shall apply in cases where an employee, whose transfer order has been issued under the SBRT Scheme, subsequently submits his/her refusal or unwillingness to proceed with the transfer:
a. The employee shall be permitted to submit his/her refusal/ unwillingness through the HRMS portal without undergoing any separate approval process.
b. Such an employee shall be debarred from applying for own-request transfer under the SBRT Scheme in future.
c. The employee shall also be debarred from own-request transfer through the normal channel under the Inter-Railway Request Transfer (IRRT)/Inter-Divisional Request Transfer (IDRT) module for a period of one year with effect from the date of submission of refusal/unwillingness. Upon completion of the said period of debarment, the employee's priority under the IRRT/IDRT module, based on the date of submission of the transfer application shall however, stand restored.
2. The above provisions shall be implemented through HRMS Transfer Module. Necessary system modifications shall be carried out accordingly to facilitate submission of refusal/unwillingness and implementation of the prescribed debarment provisions.
