Sub: Inter-Railway Request Transfer- Hardships being faced by the staff-Reg. Ref: i) Board's letter No. E(NG)I/2020/TR/16 dated 01.10.2020 (RBE No. 85/2020).
ii) Board's letter No. E(NG)I/2023/TR/31 dated 01.12.2023 (RBE No. 132/2023).
iii) Board's letter No. E(NG)I/2023/TR/30 dated 26.12.2023 (RBE No. 148/2023).
iv) Board's letter No. E(NG)I/2021/TR/16 dated 03.05.2024 (RBE No. 39/2024).

Pursuant to the demands raised by AIRF and in continuation of Board's letter of even no, dated 03.05.2024 wherein validity of NOC for transfer has been extended from 6 months to 1 year which should be mandatorily re-validated at the end of its validity, following instructions should also be strictly adhered to:
(i) Employees whose validity of NOC has expired on 03.05.2024 (date of issue of RBE 39/2024), shall be revalidated for the remaining period of 1 year counted from the date of issue of NOC.
(ii) In case the transfer of employees concerned are not affected within the period of NOC, instructions issued vide RBE 85/2020 dated 01.10.2020 stipulating mandatory revalidation of the NOC are reiterated for strict compliance.
(iii) For cases arising in future, instructions contained in RBE 148/2023 are also reiterated directing for adoption of a time-bound disposal of own-request transfer requests. It is advised to adhere to the instructions which takes away the need of revalidation of NOC in future cases altogether.
