STANDING ORDER No. 54
The Chief Security Commissioners, All Indian Railways. The CSC/RPSF, Railway Board
Sub: Arranging medical aid to injured railway passengers Duty of RPF personnel.
1. Instances have come to notice where there has been inordinate delay in rendering medical aid to passengers who have been injured by fall from trains or due to other causes. In some cases, grievously injured passengers have lost their lives while waiting to be taken to the hospitals.
2. There is tendency to refer such cases first to the GRP who might insist on written complaints before attending to the injured passengers. It is often forgotten that immediate medical aid to the injured passengers should be our uppermost priority. Any railway functionary or any citizen should, on humanitarian considerations, rush the injured passengers to the nearest doctor or hospital. But since no one wants to take the responsibility, it is often passed on to someone else.
3. The Railway Protection Force has already been vested with the responsibility to promote the safety and security of the traveling public on the Indian Railways vide Standing Order No. 20. They have also set up RPF Assistance Posts in all important railway stations in accordance with Standing Order No. 36. Further duties have been given to them in Standing Order No. 29 (Action against undesirable elements) S.O.No. 34 (Role of RPF in railway accidents and calamities and S.O.No. 39 (Acceptance of FIRS from passengers).
4. As an extension of these passenger friendly activities of the RPF, it is directed that wherever RPF personnel are present in railway stations or running trains they should take personal responsibility to get Injured persons admitted to hospital. If necessary, they should arrange hired transport, obtain a bill and submit it to their officers for reimbursement. If the injured passengers are accompanied by friends, colleagues or members of the family, RPF personnel should render necessary help to them to go to the nearest doctor or hospital.
5. After admission of the passenger to the hospital, the concerned RPF personnel should give a report to the GRP for appropriate legal formalities.
6. Wherever there is an RPF Assistance post, the personnel detailed on duty should be entrusted with this responsibility. In other places, the individual RPF Constable or officer present should accept this as a duty and provide immediate assistance to injured passengers.
7. This Standing Order should be translated into regional languages, put on Notice Boards and explained
to all RPF personnel.
8. Copies of the S.O may also be sent to all G.MS, PHODS, DRMS and Station Masters for their
information.

स्थायी आदेश क्रमांक 54

विषय: घायल रेल यात्रियों को चिकित्सा सहायता की व्यवस्था करना, आरपीएफ कर्मियों की ड्यूटी।
1. ऐसे उदाहरण सामने आए हैं जहां ट्रेनों से गिरकर या अन्य कारणों से घायल हुए यात्रियों को चिकित्सा सहायता प्रदान करने में अत्यधिक देरी हुई है। कुछ मामलों में, गंभीर रूप से घायल यात्रियों को अस्पताल ले जाने के इंतजार में अपनी जान गंवानी पड़ी है।
2. ऐसे मामलों को पहले जीआरपी के पास भेजने की प्रवृत्ति होती है जो घायल यात्रियों की देखभाल करने से पहले लिखित शिकायत पर जोर दे सकते हैं। यह अक्सर भुला दिया जाता है कि घायल यात्रियों को तत्काल चिकित्सा सहायता हमारी सर्वोच्च प्राथमिकता होनी चाहिए। किसी भी रेलवे अधिकारी या किसी भी नागरिक को मानवीय आधार पर घायल यात्रियों को नजदीकी डॉक्टर या अस्पताल तक पहुंचाना चाहिए। लेकिन चूंकि कोई भी जिम्मेदारी नहीं लेना चाहता, इसलिए अक्सर यह जिम्मेदारी किसी और को दे दी जाती है।
3. रेलवे सुरक्षा बल को पहले से ही स्थायी आदेश संख्या 20 के तहत भारतीय रेलवे पर यात्रा करने वाले लोगों की सुरक्षा और संरक्षा को बढ़ावा देने की जिम्मेदारी सौंपी गई है। उन्होंने इसके अनुसार सभी महत्वपूर्ण रेलवे स्टेशनों पर आरपीएफ सहायता पोस्ट भी स्थापित किए हैं। स्थायी आदेश संख्या 36. स्थायी आदेश संख्या 29 (अवांछनीय तत्वों के विरुद्ध कार्रवाई) क्रमांक में उन्हें आगे की जिम्मेदारियां दी गई हैं. 34 (रेलवे दुर्घटनाओं और आपदाओं में आरपीएफ की भूमिका और एस.ओ.नं. 39 (यात्रियों से एफआईआर की स्वीकृति)।
4. आरपीएफ की इन यात्री मैत्रीपूर्ण गतिविधियों के विस्तार के रूप में, यह निर्देशित किया जाता है कि जहां भी रेलवे स्टेशनों या चलती ट्रेनों में आरपीएफ कर्मी मौजूद हैं, उन्हें घायल व्यक्तियों को अस्पताल में भर्ती कराने की व्यक्तिगत जिम्मेदारी लेनी चाहिए। यदि आवश्यक हो, तो उन्हें किराए के परिवहन की व्यवस्था करनी चाहिए, एक बिल प्राप्त करना चाहिए और प्रतिपूर्ति के लिए अपने अधिकारियों को जमा करना चाहिए। यदि घायल यात्रियों के साथ दोस्त, सहकर्मी या परिवार के सदस्य हैं, तो आरपीएफ कर्मियों को उन्हें नजदीकी डॉक्टर या अस्पताल जाने में आवश्यक सहायता प्रदान करनी चाहिए।
5. यात्री को अस्पताल में भर्ती कराने के बाद संबंधित आरपीएफ कर्मी को उचित कानूनी औपचारिकताओं के लिए जीआरपी को एक रिपोर्ट देनी चाहिए।
6. जहां भी आरपीएफ सहायता पोस्ट है, वहां ड्यूटी पर तैनात कर्मियों को यह जिम्मेदारी सौंपी जानी चाहिए। अन्य स्थानों पर उपस्थित व्यक्तिगत आरपीएफ कांस्टेबल या अधिकारी को इसे कर्तव्य के रूप में स्वीकार करना चाहिए और घायल यात्रियों को तत्काल सहायता प्रदान करनी चाहिए।
7. इस स्थायी आदेश का क्षेत्रीय भाषाओं में अनुवाद किया जाना चाहिए, नोटिस बोर्ड पर लगाया जाना चाहिए और समझाया जाना चाहिए
सभी आरपीएफ कर्मियों को।
8. एस.ओ. की प्रतियां सभी जी.एम.एस., पी.एच.ओ.डी., डी.आर.एम.एस. और स्टेशन मास्टरों को भी भेजी जा सकती हैं।
