Sub: Grant of benefit of one increment under Rule 13 of RS (RP) Rules, 2008 on promotion from Sr. Goods Guard to Sr. Passenger Guard - Further clarification.

Consequent upon implementation of recommendations of 6th CPC, instructions regarding fixation of pay under Rule 13 of RS(RP) Rules, 2008 in the situations of promotions in identical revised pay structure (viz. same Grade Pay and Pay Band) were issued vide Board's letter No. PC-VI/2011/IC/1 dated 12.09.2013 (RBE No. 95/2013). Subsequently, further clarification regarding methodology of pay fixation to be followed in various functional and non-functional situations in respect of running staff were issued vide Board's letter dated 22.05.2014 (RBE No. 54/2014).

2. Pursuant to above, demands/references have been received from various quarters regarding grant of benefit of one promotional increment on promotion from Sr. Goods Train Manager (erstwhile Sr. Goods Guard) to Sr. Passenger Train Manager (erstwhile Sr. Passenger Guard).

3. The matter has been examined in consultation with the concerned directorates. In light of the instructions issued by the Establishment (NG) Directorate through Advance Correction Slip (ACS) No. 295 circulated vide Board's letter No. E(NG)I/2025/PM1/20 dated 19.01.2026 (RBE No. 05/2026); promotion from Sr. Goods Train Manager to Sr. Passenger Train Manager is to be treated as a functional promotion.

4. Accordingly, in partial modification of the instructions/clarifications issued vide RBE No. 95/2013 and RBE No. 54/2014, it is hereby further clarified that the benefit of one increment under Rule 13 of the Railway Services (Revised Pay) Rules, 2008 shall be admissible on promotion from Sr. Goods Train Manager to Sr. Passenger Train Manager, subject to fulfillment of other conditions as laid down in the ACS No. 295 (RBE No. 05/2026) and the extant rules.

5. This clarification shall be applicable with effect from the date of issuance of instructions vide RBE No. 05/2026 (ACS No. 295), i.e. 19.01.2026.

6. This issues with the approval of the Competent Authority and concurrence of Finance, Traffic & Establishment Directorates of Railway Board.
