Sub: Request for permitting Non-gazetted Railway Servants to travel in higher Class on payment of 1/3rd instead of full difference of fare.

Ref: AIRF's letter No. AIRF/82(140) dated 08.04.2024.

Dear Sir,

W.r.t above cited letter on the subject issue, it is stated that facilities admissible to Gazetted Railway Servants and Non-gazetted Railway Servants are per-se not comparable and regulated by Railway Servants (Pass) Rules-1986, (Second Edition-1993) [RSPR-1986] as the same varies depending upon the Status and Pay Level in Pay Matrix (PLPM). In terms of the Rule 3(x) of the aforesaid Rules, Pass holders may travel in a Class higher than that for which a Pass is held on Payment of difference in advance between the fare of the Class of Pass held and that of the higher Class in which the Pass holder intends to travel, except in the case of First 'A' Privilege Pass holders, who can travel in 1-AC Class on payment of 1/3rd of difference of the fare between 1-AC and 2-AC class. Accordingly, Pass Rules provide for Gazetted Railway Servants to travel in higher Class by paying 1/3rd of difference of the fare between entitled Class and the higher Class and Non- gazetted Railway Servants by paying full difference. The same cannot be termed as discriminatory. Moreover, the request involves wider financial and other implications. Hence, it has not been found feasible to accede to the request.

In terms of Rule 9(13)(b) of Railway Servants (Discipline and Appeal) Rules, 1968, a Railway servant involved in a disciplinary proceedings may present his case with the assistance of a retired Railway servant subject to such conditions as may be specified by the President from time to time by general or special order in this behalf.

2. Pursuant to the above provisions, such conditions were laid down vide instructions contained in letter No. E(D&A) 92 RG6-148 dated 5.11.1992 read with letter No. E(D&A) 2002 RG6-13 dated 14.5.2003.

Sub:- Addressing complaints related to Unauthorized Passengers in Reserved Coaches.

An analysis of complaints lodged on Rail Madad from June 1, 2024, to June 12, 2024, reveals that 13,749 complaints were related to unauthorized passengers in reserved coaches. This is a significant concern, and it has been decided to conduct a coordinated drive with GRP and the Commercial department from June 14, 2024, to June 30, 2024, to address this issue. The following guidelines are issued for compliance:
