Please refer WR's letter mentioned above vide which the case of Shri S.D. Meena has been sent to Railway Board for confirmation regarding his eligibility for grant of stepping up of pay in light of Board's letter dt. 27.01.2020 (RBE No.07/2020).
The matter has been examined and it advised that the instructions contained in Board's letter dt. 27.01.2020 (RBE No.7/2020) are categorical and unambiguous. In terms of these instructions, the pay of Senior Loco Inspectors appointed prior to 01.01.2006 has to be stepped up at par with the juniors appointed after 01.01.2006, provided that the senior is identically placed to the employees involved in the court cases mentioned in Board's letter dated 27.01.2020 (RBE No.7/2020). Thus, the employees covered under the above instructions may be allowed stepping up of pay at par with their juniors ensuring that they are identically placed to the employees involved in the court cases mentioned in Board's letter dt. 27.01.2020 (RBE No.7/2020).
As regards the issue as to whether the employee in the instant case is identically placed to the employees involved in the nine (09) SLPs mentioned in Board's letter dt. 27.01.2020 (RBE No.7/2020), it is advised that the same may be examined by the Railway and decided by the Competent Authority in the Railway
