Sub: Extension of Special Concessions/incentives to Central Government employees working in Kashmir Valley in attached/subordinate offices or PSUs falling under the control of Central Government for a further period of three years with effect from 01.08.2024.

Please refer to Railway Board's letter of even number dated 01.12.2022 enclosing therewith a copy of DoP&T O.M. No.A-24011/3/2022-Estt. (Leave) dated 12.09.2022 on the above subject. DoP&T vide its O.M. No.A-24011/3/2025-Estt. (Leave) dated 24.02.2025 have decided to extend the package of concessions/incentives to Central Government employees working in Kashmir Valley for a further period of three years with effect from 01.08.2024.

A number of references have been received representing that consequent upon the restructuring of cadres and upgradation of posts on percentage basis, the list of Supervisory Staff circulated vide this Ministry's letter No.E(LL)70/HER/16 dated 4.1.1972 may be revised so as to reflect the position now obtaining in the matter.

The issue of non-payment of Overtime Allowance (OTA) to staff in supervisory categories but performing non-supervisory role/duty over Indian Railways had been under consideration as there were demands from both the Federation i.e. AIRF & NFIR in this regard. East Coast Railway had also sought clarification in respect of payment of OTA to Station Superintendent in Grade Pay 4600 working in continuous roster duty i.e. performing duty in non-supervisory role.

Regarding Shunting Charge - Railway Board Instructions

Sub: Shunting Charge

Ref: (i) Rates Circular No. 14 of 2009

(ii) WCR's letter No. WCR/HQ/C/G-369/Siding/Shunting charge(E-25348) dt.25.03.2025

Please refer to WCR's letter under reference (ii) regarding levy of Shunting Charge in case of Non-EOL siding.

The guidelines regarding Shunting Charge as per Rates Circular No.14 of 2009, stipulates that Shunting Charge should be levied as per active use of Train Engine, -

"3.5.2 If a rake is hauled by double/multiple locos of inward train and Train Engine is to be utilized for shunting purpose, railway should make active use of one Train Engine only and Shunting Charge should be calculated for one Train Engine only. However, if situation warrants use of double/multiple Train Engines then double/multiple Train Engines will be utilized and Shunting Charge should be calculated for double/multiple Train Engines".

These guidelines hold good and no change is envisaged at present.
