Night Duty Allowance Calculation

Night Duty allowance will be calculated as per following method, the following 4 values required to calculate NDA

1. Weightage Hours


Weightage of 10 minutes for every hour of duty performed between 22:00 Hrs and 06:00 Hrs will be taken for calculation of payment of NDA, which means In the Night Duty every one hour is considered as 10 minutes to calculate NDA

Example, an employee worked 8 hours in Night Duty, then weightage hours will be 80 minutes (10 Mins x 8 hours)

Attention of the Railways is drawn to Railway Ministry’s Decision No. 11 below rule 18 of Railway Services (Conduct) Rules, 1966 read with clarification issued vide Board’s letters No. E(D&A)2007 GS1- 1 dated 28.3.2008 and 17.6.2009, providing that Supervisory Staff of Group ‘C’ on Railways working in scales of pay the maximum of which is Grade pay of Rs. 4600 and above are required to submit an annual return regarding the immovable property inherited by him, or owned or acquired by him, or held by him on lease or mortgage, either in his own name or in the name of any member of his family or in the name of any other person. The return should be submitted within three months of his first appointment in the grade and thereafter in the month of January every year.

As part of the HRMS, Training Module has recently been launched as a dedicated digital platform designed to plan, process, monitor, and manage training activities in a systematic and transparent manner. It is intended to serve as a centralized repository of training information and facilitate effective monitoring, planning and analysis of training requirements across Indian Railways.

2. Vide Railway Board's letter dtd 24.12.2025 under reference, instructions were Issued to ensure all training courses and nominations thereto are processed through HRMS only. Training programmes processed through the Training Module automatically capture the training profile data of the concerned employees. However, legacy training data in respect of individual employees is also required to be entered on the portal to enable comprehensive tracking of their skills, competencies, certifications and learning history.

2.1. To facilitate the same, a provision has been made in HRMS enabling individual employees to enter details of training programmes undertaken by them in the past. A step-wise procedure for entering the requisite information is enclosed as Annexure.

3. All railway units are requested to create adequate awareness among officials so that they may update details of various training programmes undertaken by them in the past on the portal, following the procedure indicated in the Annexure.

Consequent upon implementation of recommendations of 6th CPC, instructions regarding fixation of pay under Rule 13 of RS(RP) Rules, 2008 in the situations of promotions in identical revised pay structure (viz. same Grade Pay and Pay Band) were issued vide Board's letter No. PC-VI/2011/IC/1 dated 12.09.2013 (RBE No. 95/2013). Subsequently, further clarification regarding methodology of pay fixation to be followed in various functional and non-functional situations in respect of running staff were issued vide Board's letter dated 22.05.2014 (RBE No. 54/2014).

The issue of whether officers and supervisors could avail of the reimbursement facility when taking membership at the fag end of their career was previously considered by the Board in 2018, and it was decided that no claim for reimbursement of membership whether for new or renewal shall be allowed if the claim pertains to the last year of the service of the official. Accordingly, instructions were issued vide Board's letter under reference.

Ref: This office letter no. 2011/TG-I/20/P/ID-efile dated 16.11.2021 (CC No. 13 of 2021).


Vide instructions dated 16.11.2021 referred to above, it was advised that:-

i. While undertaking journey in reserved class of the train, one of the passengers has to produce one of the prescribed proofs of identity (in original) failing which all the passengers will be treated as travelling without ticket.

ii. Any passenger availing concessions or booking ticket under the quota earmarked for specific category of passengers will be required to produce a valid proof to establish his/her genuineness and the claim for the facility of concession/ reservation quota availed.

2. It is desired that these instructions may be reiterated to all concerned for strict compliance especially in the areas serving the international borders e.g. Indo-Nepal, Indo-Bangladesh, etc.

Instructions issued vide Railway Board's letter No. E(MPP)/2018/3/5 dated 19.06.2018(RBE 93/2018) lays down the guidelines on constitution of committee for selection of instructors at ZRTI and DTI. Sub: Selections for promotion to Group 'B' post of Senior Public Prosecutor Authorities for setting up of Question Papers and evaluation of Answer Sheets.

Ref: Board's letters no. E(GP)2018/2/31 dated 19.03.2019, 20.07.2020 and 13.12.2021 and Board's letter of even number dated 12.04.2024.

Please refer to the instructions contained in Board's above-mentioned letters regarding authorities for setting up the question papers and evaluation of answer sheets for Written Examinations held as part of Selections/LDCEs for promotion to Group 'B' posts. It has now been decided by the Board that for holding Selections for promotion to Group 'B' post of Senior Public Prosecutor, an HAG/SAG officer of any department with law background on the Railway/PU or any other Railway/PU, if considered desirable by the General Manager in consultation with the General Manager of the concerned Railway/PU, may be nominated for setting up the question paper as well as for carrying out the evaluation work.

Sub: Amendment in provisions related to Holiday Homes- Chapter XXII of IREM Vol.ll (Revised Edition-1990).

Ref:Board's letter No. E(W)/2000/WE-2/2dated 07.12.2000 (RBE No. 212/2000).

The annual outlay limit of 10 Lakh prescribed under Para 2220 of Chapter-XXII (Staff Welfare), Section C of the Indian Railway Establishment Manual Volume II (Revised Edition-1990) was circulated vide Board's letter cited under reference. It has now been decided with the approval of the Competent Authority to revise the existing limit of annual outlay from 10 Lakh to 35 Lakh.

Sub: General Department Competitive Examination (GDCE) for filling up 25% of the Direct Recruitment Quota Vacancies- reg.

Attention is invited to Board's letter no. E(NG)1/2023/PM1/19 dated 08.10.2024 (Master Circular No. 69/2024) on GDCE, wherein consolidated instructions on the subject of conduct of GDCE are issued for ease of understanding and clarity. Attention is also drawn to Railway Board's instructions issued by the letter of even number dated: 26/05/2025 (RBE 47/2025 as amended from time to time) wherein, it was advised to hold examinations in CBT/TBT mode for departmental selections. In this regard, it has been informed to Board that some more clarity is required in the field units regarding holding of GDCE examinations on CBT mode.
