Sub: Resting Facilities for Onboard AC escorting staff at outstations

Ref.: Board's letters of even no. dated 11/01/2023 and 08/05/2024

Zonal Railways, vide the above-referred letters on the subject, have been advised regarding providing resting facilities to AC escorting staff at outstations.

The issue of provision of resting facilities for AC escorting staff is being raised by AIRF/NFIR repeatedly in PNM meetings.

It is desired that all out efforts be made towards implementation of the guidelines issued vide Board's letter dated 11/01/2023 w.r.t. provision of resting facilities by Zonal Railways in construction works taken by them for TTEs rest rooms/running rooms etc.

Till the time construction work is taken up by Zonal Railways, ICF SGAC coaches, available with Zonal Railways may be utilized with proper charging facilities and basic amenities i.e. water, toilets/bathrooms etc., as per extant guidelines, for creation of resting facilities for Onboard AC escorting staff at outstations.

This may be treated as URGENT.

The ticket checking staff forms the vital front-end interface with passengers and performs versatile functions in the course of discharging their responsibilities. The duties performed by the ticket checking staff are vital not only from revenue point of view but also in shaping the general public perception of Indian Railways. However, inadequate manning of coaches by ticket checking staff owing to various reasons is highlighted at various foras from time to time. Since manning of reserved coaches is important to prevent inconvenience/harassment to bonafide passengers and leakage of revenue, the issue of inadequate manning needs to be addressed with utmost priority.

Rule 14(ii) of the Railway Servants (Discipline and Appeal) Rules, 1968, which emanates from the provisions contained in clause (b) of the second proviso to Article 311 (2) of the Constitution of India, lays down special procedure for imposition of penalties in situations where the disciplinary authority is satisfied, for reasons to be recorded by it in writing, that it is not reasonably practicable to hold an inquiry in the manner provided in these rules.
