Sub:- De-recognition of Handball Association India (HAI) in the game discipline of Handball-reg.
Ref: (i) This office's letter of even number, dated 31.07.2023.
(ii) Ministry of Youth Affairs & Sports' D.O. letter No. 09-04/2024-SP-I dated 02.06.2025.
Ministry of Youth Affairs & Sports in response to a query from this office, have informed vide their letter dated 02.06.2025 that currently there is no recognized National Sports Federation (NSF) for Handball game discipline in India stating that the recognition granted to Handball Association India (HAI) as NSF vide letter No. 31-14/2009-SP-1 dated 25.07.2023 was stayed by Hon'ble High Court of Punjab & Haryana vide order dated 05.09.2023 passed in CWP No. 19665 of 2023.
2. In view of above, it has been decided that the participation and medal winning performances in the events organized by HAI or its affiliated units on or after 05.09.2023 will not be considered for recruitment, incentives and all other establishment matters in Indian Railways till further orders. However, the certificates issued for the events conducted under the aegis of the Association of Indian Universities and recognized international sports federations in the game of Handball, will be considered valid for the said purpose.
3. In the matter of cases for intervening period i.e. from 05.09.2023 to 02.06.2025, Railway Board's letter No. 2025/E(Sports)/04/10(NSF) dated 22.08.2025 (RBE No. 86/2025) may be referred to.
4. This issues with the approval of Director General (Human Resource), Railway Board.
