Sub: Movement of Military specials trains

With a view to streamline the existing system of movement of Military specials (with coaching stock) and to ensure trouble-free movement, the following has been decided:

1. Intimation: MilRail informs to CPTM/CFTM of the concerned Zonal Railway. Concerned CPTM/CFTM should inform CRSE/Chg, CRSE/Freight & CESE timely to ensure proper condition of the rakes.

2. Rake formation & Fitness: As is being done presently, the Rake for the proposed movement should be formed at least 48 hours in advance. It should be ensured that proper attention is given to the passenger coaches the AC plants are run for at least one hour for the full load, batteries are fully charged and the rake is fully fit in all respects, before the departure of the special train. In case, repair of a coach is not feasible, it should be replaced before the start of the train.

3. Complaint registration and redressal: In case of en-route complaint(s), Officer-in-
charge on train should contact Railway helpline number 139. Originating Division should inform the Officer in charge about the contact number of Zonal war room/control room for any help enroute. If required, the Railway Board's War Room numbers viz. 011-47844634 & 91-9560081984, may also be contacted.

4. Stoppage enroute: To avoid inconvenience, the stoppage for cooking and other purposes should be informed in advance, as far as practicable. This would enable planning of stoppages at locations where charging & watering facilities are available.

5. Maintenance/Attention: On Indian Railways every rake has a nominated primary depot for maintenance, and there might be constraints relating to availability of spares, in case the rake is maintained at another depot. However, Zonal railways should ensure that defective items are attended to/replaced during examination, irrespective of owning railway.

6. Monitoring: Coaching stock is self-generating ICF coaches with battery back-up. In case of poor running, battery may get discharged. Accordingly, Zonal Railways should monitor proper running of the train on their respective systems.
