Sub: Fixation of pay of running staff on promotion to the General Posts- case of Chief Loco Inspectors (CLIs)-Clarification reg.

Ref: Railway Board's letter No.E(P&A)II/2022/RS-2 dt. 20.02.2023 (RBE No.34/2023)

Subsequent to the issue of Board's letter dt. 20.02.2023 (RBE No.34/2023) as per which it was conveyed that the benefit of reckoning of 30% pay element for the purpose of fixation of pay of running staff on their promotion/ appointment to the posts filled through General Section is not admissible as the General Selection is voluntary in nature and the concerned staff are aware of the mode of fixation of pay on promotion/appointment to a post under General Selection, references had been received from Federations and some of the Zonal Railways regarding applicability of these instructions for the purpose of fixation of pay of running staff on their promotion/appointment to the post of CLI through 'General Selection'.

The matter had been examined in Board's office and the concerned Zonal Railways and the Federations were advised that the case of promotion/appointment of running staff to the post of CLI through 'General Selection' is entirely different from the case of employees whose promotion/appointment has taken place to the post(s) through 'General Selection' as contained in Board's letter dt. 20.02.2023 (RBE No.34/2023). The post of Chief Loco Inspector (CLI) is exclusively filled from amongst the Running Staff, for which specific Instructions regarding reckoning of 30% pay element for fixation of pay on promotion/appointment to the post of CLI, already stand issued vide para-5 of Board's letter dt. 03.07.2019 (RBE No.108/2019) and the same should be followed.

AIRF vide its letter No.AIRF/44(102) dt. 24.04.2024 has requested Railway Board to circulate the above instructions to all the Zonal Railways for their uniform implementation and to remove doubts, if any.

Zonal Railways are advised to take note of above instructions regarding reckoning of30% pay element in the case of Running Staff for fixation of pay on promotion/appointment to the post of CLI.
